The cost of living in Bali: what can be given a number, and what cannot

The question "what does living in Bali cost per month" has one honest answer: no authority publishes what a foreigner spends in Bali per month. Individual tariffs and fees are published, each with a document number and a date. We build the budget out of those, and say plainly where there is no number.
This article is orientation, not financial planning. Tariffs and fees are national, regional or utility level; every figure is checked against the named source as of the review date above.
The short answer
- No authority publishes what a foreigner spends in Bali per month, so there is no headline figure here: not an exact one, not a range, not a "from".
- Only costs with a published document are counted: visa and stay permit fees, PLN tariffs, water in Badung, BPJS contributions, school fee schedules.
- Groceries, transport, fuel, connectivity, staff wages and private health cover stay without numbers, and rent is not counted at all.
Why there is no "living in Bali costs X per month" figure here
That figure only exists as somebody else's estimate. To calculate it you have to fix a basket: how many trips, how many dinners out, how many air conditioners run at night. Nobody publishes those assumptions for a foreigner in Bali, and without them the number can be neither confirmed nor disputed.
Any such figure also ages: annual inflation in Bali province ran at 2.42 percent in July 2026, per the provincial statistics office. So everything below is tied to a document and a date.
The official "rupiah per person per month" figure: the poverty line
One of those figures is the poverty line. In the BPS Bali release "Profil Kemiskinan Provinsi Bali Maret 2026" of 5 August 2026, as of March 2026 it stood at 675,354 rupiah per person per month: the food component 467,162 rupiah (69.17 percent), the non-food component 208,192 (30.83 percent). Below the line sit 3.44 percent of the provincial population.
What it measures matters: the minimum consumption basket of a local household, not the spending of an arriving family. Nobody has published a multiplier that would turn it into a foreigner's budget, so it is a sense of scale, not a basis for calculation.
Visas and permits: the fees are set by regulation
State fees for visas and immigration permits (PNBP) are set by Government Regulation 45 of 2024: established on 18 October 2024, replacing Regulation 28/2019, listed as in force. The amounts below come from its annex. This is a fee per application or per person, not the price of a service: nobody publishes an agency service charge.
- Visit visa (Visa Kunjungan), per person: up to 7 days 250,000 rupiah; up to 14 days 350,000; up to 30 days 500,000; up to 60 days 1,000,000; up to 90 days 1,500,000; up to 180 days 2,000,000.
- Multiple entry visit visa, per person: up to 60 days 1,500,000 rupiah; up to 90 days 2,000,000; up to 180 days 2,500,000; up to 1 year 3,000,000; up to 2 years 5,000,000; up to 5 years 10,000,000; up to 10 years 15,000,000.
- Limited stay visa (Visa Tinggal Terbatas): 500,000 rupiah per application, plus a visa verification fee for certain purposes: category I 1,000,000 rupiah, II 2,000,000, III 8,000,000.
A visa grants entry; the stay permit that follows carries its own fee. For the visit stay permit (Izin Tinggal Kunjungan), meaning the stamp on arrival and its extension, the ladder matches the visa one: from 250,000 rupiah for 7 days to 2,000,000 for 180 days. Then:
- Izin Tinggal Terbatas (ITAS; the card issued for it is the KITAS), per application: up to 30 days 500,000 rupiah; up to 60 days 1,000,000; up to 90 days 1,500,000; up to 6 months 2,000,000; up to 1 year 3,000,000; up to 2 years 5,000,000; up to 5 years 7,000,000; up to 10 years 12,000,000.
- Izin Tinggal Tetap (ITAP; the card is the KITAP), per application: up to 5 years 7,000,000 rupiah; up to 10 years 12,000,000; unlimited 15,000,000.
- Re-entry permit (Izin Masuk Kembali), per application: up to 30 days 300,000 rupiah; up to 60 days 400,000; up to 90 days 500,000; up to 6 months 750,000; up to 1 year 1,500,000; up to 2 years 2,000,000; up to 5 years 3,500,000; up to 10 years 5,000,000; unlimited 8,000,000. Exit Permit Only: 100,000 rupiah per person.
The line nobody wants to open: the administrative overstay fine (Biaya Beban) is 1,000,000 rupiah per day for a foreigner staying beyond the permit granted, for no more than 60 days. Deportation and the entry ban that follows an overstay past 60 days, or non-payment of that fee, are set not by the tariff regulation but by Article 78 of Law 6 of 2011 on immigration; lifting the ban costs 90,000,000 rupiah per application, and that amount again comes from the annex to Regulation 45/2024.
Electricity: the PLN tariff for July to September 2026
PT PLN (Persero) publishes a tariff adjustment document each quarter. The one in force, "Quarter 3 2026 Tariff Adjustment Document", was signed in Jakarta on 1 July 2026 by PLN president director Darmawan Prasodjo and covers July to September 2026; there is no fourth quarter document yet. The tariffs rest on Ministerial Regulation ESDM 7 of 2024, and 13 of the 37 groups are subject to adjustment.
- R-1/TR, 900 VA-RTM: 1,352.00 rupiah per kilowatt hour.
- R-1/TR, 1,300 VA and 2,200 VA: 1,444.70 rupiah.
- R-2/TR from 3,500 to 5,500 VA and R-3/TR, TM from 6,600 VA: 1,699.53 rupiah.
- The Reguler (postpaid) and Pra Bayar (prepaid token) columns match for these groups.
The tariff is known; consumption is not, because nobody publishes how many kilowatt hours a given house burns. One budget detail: the same document sets the minimum bill formula RM1, 40 hours of nominal load against the connected capacity in kilovolt amperes and the consumption cost, and for the flagged household groups on postpaid a bill is issued even at zero use; on prepaid tokens there is no minimum bill. Water: the Badung regency tariff for 2026
Water tariffs are set by the regency, and Badung publishes its own: announcement PERUMDA TM. 02/PNGMN/I/2026 of 2 January 2026 by PERUMDA Air Minum Tirta Mangutama, based on Badung regent decision 1058/01/HK/2025 of 31 December 2025. The household group is set not by floor area but by the electricity connection: Rumah Tangga I is 450 or 900 VA, II is 1,300 VA, III is 2,200 VA, IV is above 2,200 VA.
- Rumah Tangga I: 2,235 rupiah per cubic metre up to 10 cubic metres, 5,716 in the band above 10 to 20, 6,002 above 20.
- Rumah Tangga II: 3,073, 6,941 and 8,569 rupiah across the same bands.
- Rumah Tangga III: 3,911, 7,757 and 8,656 rupiah.
- Rumah Tangga IV: 4,749, 8,165 and 8,743 rupiah.
On top of the cubic metres comes a fixed subscription charge (Beban Tetap Berlangganan) of 13,000 rupiah per subscriber per month. One caveat: this is the Badung tariff, and it does not extend to Gianyar, which covers Ubud, or to any other regency.
Health cover: what can be named and what cannot
The national BPJS Kesehatan scheme has a published contribution, with a caveat about its date. Presidential Regulation 64 of 2020 (Article 34) set the monthly contribution for members who pay for themselves, the PBPU and BP categories: established on 5 May 2020, with the contribution provisions in force from 1 July 2020, and with the Class III amounts written there for 2021 onwards, while for 2020 the same paragraph set 25,500 plus 16,500 rupiah; Classes II and I apply from 1 July 2020. Membership, by the definition in Article 1 point 2 of Regulation 82 of 2018, is open to a foreigner who works in Indonesia for at least six months; on other stay statuses this line does not count at all.
- Class III: 35,000 rupiah per person per month from the member, plus 7,000 rupiah subsidised by central and regional budgets.
- Class II: 100,000 rupiah per person per month.
- Class I: 150,000 rupiah per person per month.
Calling these 2026 contributions would be inaccurate. Regulation 59 of 2024, established on 8 May 2024, introduced Article 103B: the move of every hospital working with BPJS to the standard inpatient class (KRIS) was to be completed by 30 June 2025. The class system is mid transition and we found no instrument with new amounts, so the figures are given tied to the act and its date.
School: three fee schedules the schools publish themselves
For a family with children, school is usually the largest line of the year, and schools publish their own price lists. Below are three schedules for 2026-2027 that we opened and checked: not a market sample, just three documents. Amounts are as published by the schools; payment terms differ from school to school and are covered below.
- Green School Bali: Pre-K 185,445,400 rupiah; KG 219,176,020; G1-3 249,263,690; G4-5 254,894,600.
- Green School Bali, upper years: G6-G8 287,350,080 rupiah; G9-10 304,468,000; G11-G12 328,600,900.
On top of tuition: an application fee of 4,000,000 rupiah and a one time registration of 36,000,000, so 40,000,000 non-refundable per child, plus a refundable deposit of 30,000,000. Each year the family pays the Local Scholar Annual Levy of 8,500,000 rupiah (per family, not per child) and parent programme membership of 2,300,000. Paying by semester adds 3 percent, by quarter 8. Sibling discounts are 5, 10 and 15 percent for the second, third and fourth child. In the high school years an additional compulsory fee of 7,250,000 rupiah per student covers High School service trips, and it falls into the second billing cycle.
- Canggu Community School: Early Years (preschool-reception) 117,000,000 rupiah; Years 1-2 162,000,000; Years 3-6 173,000,000.
- Canggu Community School, upper years: Years 7-9 214,000,000 rupiah; Year 10 243,000,000; Year 11 261,000,000; IB Diploma, Years 12-13 272,000,000.
IB examination fees in Year 13 are billed separately. One off: application 2,500,000 rupiah, registration 17,000,000 for the first child and 14,000,000 for each sibling, refundable deposit 25,000,000 on entry to Early Years and 50,000,000 from Year 1 to Year 13. Annually: the Capital Levy (21,500,000 rupiah to Year 5, 26,000,000 from Year 6) and the Materials and Resources Levy of 8,500,000 to 13,500,000, both payable for the first and second child of a family at the school. Paying a year ahead earns a 5 percent discount, a semester 2.
- Dyatmika (east Denpasar): Playgroup 43,520,000 rupiah half day and 49,100,000 full day; TK 78,820,000; Primary Prep 90,160,000.
- Dyatmika, upper years: grades 1-5 and grade 6 at 101,680,000 rupiah each; grades 7-9 134,640,000; grades 10-12 155,300,000.
The same amount can be split across four periods a year. On top of it: a non-refundable learning resources fee of 3,792,000 rupiah at preschool level up to 8,645,000 in secondary; the entry fee, which the school itself calls the Admission fee, at 7,280,000 rupiah on the preschool levels, 46,100,000 on entry to grade 1, 9,220,000 into grade 6, 45,870,000 into grade 7 and 46,170,000 into grade 10; a 15,000,000 deposit within three days of enrolment, credited against the next bill. Cambridge examination fees are paid by parents in advance in October: grade 10 at 20 million rupiah, grade 11 at 12 million and grade 12 at 10 million, per the 2026 price list. The 2.5 percent discount applies to the second and every further child in the family. Other schools on the island we did not open.
The Love Bali tourist levy
The levy on foreign tourists is 150,000 rupiah, paid on the provincial government's Love Bali portal; the legal basis is named there: Bali provincial Peraturan Daerah 2 of 2025, amending Peraturan Daerah 6 of 2023. For someone flying in to view properties this is a one off line.
What we will not put a number on, and why
- Rent: A&J works on purchases.
- Cafes, taxis and scooters, the gym, internet and mobile: we did not open a source with Bali prices. Nor the price of a litre of fuel: the Pertamina price pages returned 404 when we checked. For food, the provincial SiGapura system does track daily commodity prices by regency, but it publishes no monthly grocery basket, so there is no per-month figure here.
- Wages for a housekeeper, driver, nanny or gardener: the 2026 minimum wage is published in Bali governor decisions 1011/03-M/HK/2025 and 1021/03-M/HK/2025, but a statutory minimum is not a domestic staff rate, so we give neither a figure nor a "starting from the minimum wage" phrasing.
- Water tariffs outside Badung, and private health cover for foreigners.
- The cost of arranging a KITAS through an agent: nobody publishes the service charge. Nor is there a PLN tariff for the fourth quarter of 2026 as of our check.

Ask the school for the full fee schedule
Not just tuition, the whole sheet: application, registration, annual levies, deposits, the surcharge for paying in instalments. Everything else, count from your own receipts.
A figure with no source looks exactly like a figure with one on the page, which is what makes it dangerous: people move countries on it. We will not name an average cost of living, but we can take one object from the catalogue apart on the facts: what connection it has, which regency it sits in, what is around it.

What does water cost in a house in Bali?
In Badung regency the household group is set by the electricity connection. For Rumah Tangga IV (above 2,200 VA) a cubic metre costs 4,749 rupiah up to 10 cubic metres, 8,165 from 10 to 20 and 8,743 above 20. Plus a subscription charge of 13,000 rupiah per month; the tariff does not extend to other regencies.
What does an international school cost in Bali?
For the three schools whose 2026-2027 schedules we opened, tuition per year runs: Green School Bali from 185,445,400 to 328,600,900 rupiah; Canggu Community School from 117,000,000 to 272,000,000; Dyatmika from 43,520,000 to 155,300,000. On top of tuition come entry fees, annual levies and deposits.
What happens if you overstay a visa or stay permit?
Regulation 45/2024 sets a fine of 1,000,000 rupiah per day for a foreigner in the country beyond the permit granted, for no more than 60 days, and a fee of 90,000,000 rupiah per application to lift an entry ban. Deportation and the ban itself, after an overstay past 60 days or non-payment of the fee, are set by Article 78 of Law 6 of 2011 on immigration.
