Candidasa & East Bali

East of Klungkung the island empties out. Candidasa is a one-road town strung along Jalan Raya Candidasa in Karangasem, a regency of a little over half a million people under Mount Agung: about 64 km and roughly 90 minutes from the airport via the Sanur to Kusamba coastal bypass, with the Padangbai ferry port 11 km west and the Amed dive coast further up the shore. The provincial plan names it a strategic tourism area for culture, sea and diving; the ground shows something quieter: villages, a lagoon, hill plots above the sea and a market thin enough that the big southern agencies barely list it. The trade is honest: space and calm in exchange for distance and self-reliance.

Know this before you buy

  1. The town beach is mostly gone, and that is history, not rumour. Reef coral was mined for construction between the late 1960s and the 1980s, the sand supply went with it, and a 2015 TU Delft study put the shoreline retreat at 20 to 40 m in the east of town and 40 to 60 m in the west. What fronts the sea now is mostly seawall, with narrow black sand that often disappears at high tide; the sandy beaches are Bias Tugel and Blue Lagoon at Padangbai and Pasir Putih a few kilometres north-east. If toes in the sand at the doorstep is the brief, we say so before you fly.

  2. Candidasa is a designated tourism area in the provincial plan, which caps accommodation and tourism buildings at 15 m and 50% site coverage; the regency plan decides what a specific plot may do. A legal setback strip runs along the shore, its width fixed by the regency under the national rule, and the waters off town are a marine conservation area under a 2023 ministerial decree, so a jetty, a mooring or any shore works carry an extra permit layer. A hillside sea view cannot be protected by building higher.

  3. Agung is a plan-level fact, not a headline. The provincial plan places volcano hazard tiers in Karangasem and leaves their boundaries to the regency map, so whether a plot sits in a tier is a question that map answers, not the district name; the town centre lies well beyond the 12 km and 10 km radii used in 2017, and the volcano is listed at Level I, Normal, as of August 2026. The 2018 Lombok earthquake shook Karangasem harder than anywhere else on Bali, which is why an older villa here gets a structural survey.

  4. Distance is the price of the quiet. The regency hospital is in Amlapura, about 14 km away; the 24-hour international-standard hospitals are in Kuta, Nusa Dua and Ubud, roughly the airport journey. Padangbai next door is a working port: car ferries to Lombok take four to five hours, fast boats reach the Gilis in about an hour and a half, and dive boats moor there because Candidasa has no pier. Port traffic and the road to Amlapura share the one street with every frontage in town.

Out here the market is thin and the plots are big, so the checks are about land and logistics: the certificate behind a locally held plot, the zoning letter from the regency, the setback line on a shore plot, the hazard tier on the regency map, water, the access road, and a structural survey on anything built before 2018. Much of the land comes to market as local freehold title, which a foreigner holds through a lease, Hak Pakai or a PT PMA company; we set that structure out before the view goes into the price, and hand the legal work to a local notary.

Five names come up along this coast, and each one trades quiet for a different kind of distance.

Sengkidu & Mendira

The resort strip west of town: hotels on the shore at Mendira beach, villas and plots behind them, and the nearest thing here to an established address.

Candidasa centre

One road, the lagoon, and a seawall frontage where the beach used to be: guesthouses, restaurants and the through-traffic to Amlapura and the port.

Bugbug & Bukit Asah

The traditional village east of town, with the Bukit Asah headland run by the village tourism board and Bias Putih, the white-sand Virgin Beach, down a village road: hill plots with sea views and adat neighbours. Tenganan, 4 km inland, is a Bali Aga village where only the village-born may live: a landmark, not a market.

Padangbai

The working port 11 km west: Lombok ferries, Gili fast boats, the dive fleet, and the real beaches at Blue Lagoon and Bias Tugel. A lifestyle plus and a truck-traffic minus for anything near the port road.

Amed

A 14 km strip of nine fishing villages up the coast, the island's dive coast with the Liberty wreck at Tulamben beyond it, a little over two hours from the airport in clear traffic.

What the market offers

Expect land first: plots quoted in thousands of square metres rather than the small urban lots of the south, hillside sea-view land in Bugbug and Sengkidu, and a modest number of built villas and units along the shore and up at Amed. The large southern agencies barely list the area, so stock surfaces through local brokers and word of mouth, and much of it comes as locally held freehold title that a foreigner structures through a lease, Hak Pakai or a PT PMA.

Questions buyers ask

Is Candidasa safe from Mount Agung?

Nobody honest answers that with a plain yes or no. The provincial plan places volcano hazard tiers in Karangasem and leaves their exact boundaries to the regency map; the town centre lies well beyond the 12 km and 10 km radii used in 2017, but lahar paths follow rivers and can reach further than the cone. As of August 2026 the volcano is listed at Level I, Normal. For a specific plot we read the hazard tier off the regency map and put it in writing.

Can I buy a beachfront villa in Candidasa?

A shorefront villa, yes; a beachfront one is another matter. The town beach was mined away between the late 1960s and the 1980s, and what remains in front of most shore villas is a seawall with narrow black sand that often disappears at high tide. A legal setback strip applies along the shore, its width fixed by the regency, and the water beyond it is a marine conservation area. The sandy beaches are a short drive away at Padangbai and Pasir Putih.

Is there a building moratorium in East Bali?

No, and there never was one here. The 2024 proposal covered only the Sarbagita area in the south (Denpasar, Badung, Gianyar, Tabanan), was never enacted, and the incoming governor said in January 2025 there was no need for one. Karangasem was outside its scope from the start. Two things do reach East Bali all the same. The regency is one of the six that agreed in July 2025 not to encourage new hotels and restaurants from 2026, a political deal rather than a rule, and one that does not mention villas. And the province-wide farmland rules apply here as everywhere: Governor's Instruction 5/2025 and Perda 4/2026 bar the conversion of agricultural land, so a hillside plot at Bugbug or Sengkidu needs its zoning read before its view. The rest is the 15 m height cap, the 50% site coverage limit and the coastal setback.
