Nusa Dua & Benoa

Nusa Dua is the part of Bali that was planned before it was built: a gated resort enclave on the south-east corner of the Bukit, laid out under a 1972 master plan, developed from 1974 as the World Bank's first tourism project in Indonesia, and run to this day by the state company ITDC. Around 20 hotels and some 5,000 rooms sit inside the gates, on calm, reef-sheltered beaches that were themselves rebuilt under a Japanese-financed programme completed in 2004; the enclave counted 3.8 million visitors in 2025. The private market is a different thing: villas and plots in the villages outside the gates, in Bualu, Peminge and Kampial, along the Sawangan cliff, on the Tanjung Benoa peninsula and up the hill at Kutuh. What the enclave gives that market is demand, order and a hospital. What it does not give is a villa inside it.

Suits
buyers with a family or retirement brief: calm water behind the reef, a hospital inside the resort area, the airport reached by toll road, and order rather than scene.
May not suit
buyers after cafe culture, surf, walkable nightlife, or a villa of their own inside the resort gates: the enclave is state-managed land and the private market lives outside it.

Know this before you buy

  1. The enclave is not a villa market. ITDC holds its Nusa Dua and Pelaga land, some 350 hectares, under a state management right (HPL); in April 2024 it asked the land ministry to convert that into a pure building right, and we have found no record of approval. Hotels build there under ITDC agreements. A private buyer buys outside the gates, and the first check is the land status of that specific plot: who holds the certificate, and under which title.

  2. Two elevations share one address. The limestone plateau drains itself; the low ground does not. Banjar Peken in Bualu, just outside the gates, floods whenever the rain is heavy because water runs off the hill into it, and on 9 and 10 September 2025 the Bypass at Dewa Ruci went under knee-deep water and cut the Denpasar road to Nusa Dua until traffic was diverted onto the Bali Mandara toll. We read a plot's elevation and drainage before its view.

  3. The rules that bite here are provincial, written down and enforced. Perda 2/2023 caps buildings at 15 m, holds site coverage in tourism zones to 50% of the plot and keeps the beach and its setback (at least 100 m from the high-tide line, per the provincial planning office) public; Perda 3/2026, in force since March 2026, adds sanctions up to demolition for blocking ceremonial access to the shore. In January 2026 the provincial assembly summoned one of the big Geger-side hotels over a fifth storey and a wall on the beach, and said it would check its findings against the permits; the hotel says its permits are complete. "Private beach" does not exist on this coast.

  4. Services are real, but not all of them are inside the gates. BIMC Hospital Nusa Dua has operated inside the ITDC area since 2012 and in 2014 became the first hospital in Indonesia accredited by the Australian Council on Healthcare Standards. International schools are on the Bukit, in Ungasan and Pecatu, and the larger ones in Sanur or Kerobokan via the toll: a drive either way. Piped water on the Bukit depends on the utility, whose uneven coverage the regent publicly demanded be fixed in 2025, so we check the specific villa's water source: mains, well or tanker.

How we help here

Here the work starts with the line between the enclave and the market: which plots lie outside ITDC land, who holds the certificate and under what title, and what the zoning permit allows on them under the 15 m and 50% ceilings. Then the ground: elevation, drainage on the specific lane, water source, and the route you would drive on a wet day. Nusa Dua sells calm; we check that the calm survives the rainy season and the paperwork before it goes into the price, and hand anything legal to a local notary.

Where buyers look

Five pockets sit around the gates, and they differ far more than the resort name suggests.

Bualu, Peminge & Kampial

The three traditional villages behind the gates, ITDC's own buffer villages: housing estates and villa lanes on the plateau, low-lying Bualu on the flood record, and a limestone hill at Kampial where the provincial assembly's spatial-planning committee stopped a housing excavation at the end of 2025 for having no permits.

Sawangan & Geger

The cliff and hotel strip south of the enclave: the big five-star names, east-facing Geger beach behind an offshore reef, and the address where the assembly's height and setback findings landed in 2026.

Tanjung Benoa

The flat peninsula north of the gates along Jalan Pratama: year-round watersports, a reef far offshore, hotels at the tip, and the lowest ground in the area, on the edge of Benoa Bay, a maritime conservation area since October 2019, where the fisheries ministry said at the time that there would be no reclamation.

Kutuh & Pandawa

Village-run tourism above Pandawa Beach on the plateau's south side: still local, with plots that answer to Bukit traffic and Bukit rules more than to the enclave. Badung began work on a western ring road across South Kuta in July 2026, over 10 km from Pecatu toward Jimbaran, with 2027 as the stated target rather than a delivery date.

What the market offers

Expect completed villas and small estates in the villages on the plateau, new-build residence projects outside the gates, and larger plots up the hill toward Kutuh. Inside the gates there is nothing to buy: hotel land held under ITDC agreements. What a foreigner holds outside them is structured, as everywhere on Bali, through a lease, a Hak Pakai title or a PT PMA company, over ordinary village and estate land, which is why the certificate check comes first.

Questions buyers ask

Can I buy a villa inside the Nusa Dua resort?

Not as a private purchase. The enclave is state land held by ITDC under a management right and developed by hotel investors under its agreements; ITDC asked in 2024 to convert that right, and we have seen no record of approval. The villas a buyer can actually hold sit outside the gates, in Bualu, Peminge, Kampial, Sawangan, Tanjung Benoa and Kutuh, and that is where we look.

Does Nusa Dua flood?

The plateau, no; the approach and the low ground, yes. The Bypass at Dewa Ruci went under water in September 2025 and cut the road from Denpasar until traffic moved onto the Bali Mandara toll, and Banjar Peken in Bualu floods in heavy rain because the hill drains into it. It is a plot-by-plot question, so we check elevation and drainage for the specific lane, not for the district.

Is there a construction freeze in Nusa Dua?

No. Governor-elect Koster rejected a moratorium in January 2025 in favour of strict control, the six regencies that agreed in July 2025 not to encourage new hotels and restaurants from 2026 (a political deal, not a rule) do not include Badung, and the provincial rule on converting farmland is now law: Governor's Instruction 5/2025 of 2 December 2025, then Perda Bali 4/2026, enacted in February 2026. Nusa Dua is a designated tourism area on limestone, so those farmland rules touch it least. What bites is the 15 m height cap, the 50% site coverage rule and the beach setback, and those we check on the permit.
